Interesting points about good/bad street art and the unconventional commercialization of public space! I was recently talking to the person responsible for "fighting graffiti" at the CDN Eco-Quartier and I asked him what their approach was. They try to sponsor the better street artists to do murals in high profile locations. This gives them an official outlet for their creativity, plus they earn some income on the side. I think they have a similar program on the Plateau.
