The Over-Regulated Street

Rooftop Dystopia

Two years ago, I spent a lot of time exploring the rooftop squatter villages that spread across the city like mushrooms on a tree stump. There’s an eerie feeling that comes over you as you walk through these settlements. Weeds poke through cracks in concrete walls; birds chirp and cicadas whir in the hot summer sun. It’s as though you’re in an isolated country village, except when you look down, water pipes run along the path in front of you, and when you look to the side, you see a forest of highrises. The nearest street is ten stories below.

Inspired by this very feeling, a young German filmmaker named Marco Sparmberg has created Squattertown, a new mini-series based on a dystopian vision of Hong Kong. In this parallel universe, the wealth gap has grown so large, a vast underclass is forced to live in a ramshackle, parallel city that exists above the heads of the affluent. Threatened by this sprawling rooftop shantytown, the wealthy from below send up a thug to terrorize the leader of the roof society.

It’s what Sparmberg calls a “Dim Sum Western,” a new genre that draws from the genre-redefining syncretism of two hallmark film movements: the Spaghetti Westerns of the 1960s and the Hong Kong New Wave of the 1980s.

The scenario is fantasy, but like any good allegory, it’s not too far removed from reality.

“I was trying to tackle the issue of property developers trying to push out people by any means, especially those people in rooftop housing,” said Sparmberg when I met him on the roof of the Jockey Club Creative Arts Centre. Last fall, he spent two months scouting rooftops that would be good for shooting. He found most of them on buildings slated for redevelopment by property developers and the Urban Renewal Authority.

Marching for Ai Wei Wei

Ai Wei Wei has become a cause célèbre in Hong Kong since his arrest by mainland Chinese authorities on April 3rd. In the week since I wrote about “Chin Tangerine“, who covered the city with “Who’s Afraid of Ai Wei Wei?” graffiti, artists have rallied to Ai’s support with a blizzard of interventions, homages and protests. Their efforts have ensured that Ai’s plight has remained on the front page for weeks.

You could see that effect at work on Saturday afternoon, when a group of artists organized a protest march in support of Ai. Hong Kong is a city with an engrained protest culture — people here observe the July 1st handover holiday by taking to the streets — but most protests are a mishmash of interest groups, each with its own cause or grievance. Saturday’s march, by contrast, was clear in its message: Ai Wei Wei has been unjustly detained and he should be freed. Even though its attendance was less than 2,000 — a somewhat small protest by Hong Kong standards — it was the biggest story of the weekend.

The march was more spectacular than any Hong Kong protest I have seen. Installation artist Kacey Wong built a large “grass mud horse” out of wood and wool, a reference to a popular meme that mocks government censorship in mainland China. (A grass mud horse is a mythical creature whose name sounds like “fuck your mother” in Mandarin.) River crabs — another swipe at Chinese censorship — made an appearance. Somebody made a large paper worm called the White Terror Bug.

The Star Ferry’s Long Farewell

Hong Kong people aren’t very sentimental, but when Chan Tsu-wing told me about his life as a coxswain, I noticed a certain wistfulness creep into in his words.

“I love my job — it gives me the best view of the city,” he said while piloting the 45-year-old Silver Star across Victoria Harbour. He waved a hand across the view of emerald water bracketed by skyscrapers and mountains. “Look at this. This is the best place in the world.”

Chan has crossed the harbour thousands of times in his 27-year career with the Star Ferry, shuttling generations of commuters and tourists between Kowloon and Hong Kong Island, witnessing the city’s stranglehold on the harbour grow tighter every year.

When Chan first joined the Star Ferry in 1984, Victoria Harbour was nearly half a mile wider than it is today. Over the next two decades of his career, the water grew rougher and more polluted. Marine life all but vanished. Chan told me that he used to see dolphins in the harbour, but no more.

Hong Kong’s Generic Cultural District

Call it déjà vu: five years after Norman Foster’s plan for the West Kowloon Cultural District was scrapped in the face of massive public controversy, another Foster plan for the district has been chosen.

On Friday, the authority in charge of developing the cultural district announced that Foster’s bid was selected over rival plans by Rem Koolhaas and local architect Rocco Yim. It’s not a surprising decision, but it’s a disappointing one, because Foster’s plan is by far the least interesting and most unambitious of the lot.

Foster’s original plan, unveiled in 2001, called for a giant canopy to be built over most of the 40-hectare site, but the government’s decision to let a single property developer take control over the entire district angered the public, forcing it to send the entire cultural district concept back to the drawing board.

Last August, three new master plans were unveiled to the public. Each of the plans had to conform to a set of basic criteria, including the same amount of performance space, exhibition space (including a new contemporary art museum, M+), park space, commercial space and residential space. (The commission was to develop a master plan only; the design of its specific components will be determined later.)

Foster, Yim and Koolhaas took this mix of ingredients and produced plans that were strikingly different. Foster’s plan called for a giant city park with most of the residential, commercial and institutional uses clustered in a single waterfront strip. Yim imagined the site as a vast, multi-leveled, green-roofed complex linked by various levels of passages. Koolhaas’ plan was by far the boldest, with a strong conceptual element that saw the cultural district broken into three urban clusters, inspired in spirit by ancient Chinese villages and in form by Hong Kong’s traditional urban fabric, street markets and all. Each cluster would be separated by green space, some of which would be used for farming.

In Hong Kong, Cleaner Water, Dirtier Air

Ronnie Wong’s swimming career began with a dive into Victoria Harbour. In 1968, the 16-year-old competitive swimmer joined hundreds of other men and women in a 1.5-kilometre race from the Star Ferry pier in Tsim Sha Tsui to Queen’s Pier in Central.

“The moment I jumped in the water, I didn’t care about anything, just to head towards City Hall as fast as I could,” says Wong. He won the race. He won the following two years as well.

But the race, which had been launched in 1912, soon came to an end. By 1978, the harbour had become so polluted that the race was cancelled. In its final decade, Wong remembers the swim was as much of an obstacle course as it was a race. “The water was so dirty you would bump into a dead chicken or a piece of wood,” he says.

Harbour pollution continued to worsen in the 1980s. In 1988, fewer than half the city’s beaches were clean enough to swim. Locally-raised fish and oysters were so toxic the public was warned not to eat them. The “fragrant harbour,” as Hong Kong is known in Chinese, became notorious for the sickening stench of its waters.

Recently, however, things have begun to change. In the mid-2000s, Wong, who competed twice at the Olympics and is now the secretary of the Hong Kong Amateur Swimming Association, went diving in the harbour’s waters and noticed they seemed cleaner than before. “Before, you couldn’t even see a few feet in front of you, but now you can see three to four metres away,” he says.

Strange Graffiti in King’s Park

I’m a big fan of street art for all sorts of reasons: it is a sign of dynamic urban life, it is a jab in the face of authority, it makes my walks through the city more interesting. But street art, like all forms of art, can get stuck in a rut. When it takes itself too seriously I begin to lose interest.

That is why I am so fascinated by what might be termed outsider street art. This is the work creates by people who don’t see themselves as artists and who don’t necessarily conceive of what they’re doing as art. Their work is a means to an end, but because that end is often opaque, the message is seductively ambiguous. Two prime examples of this are the King of Kowloon and the Plumber King.

Last weekend, I came across another example while walking through King’s Park, a hilly green area not far from my apartment. On the side of a quiet road leading up to an underground reservoir, somebody had scrawled dozens of words, phrases and names on a white retaining wall. Some referred to history, others to literature, still others to common sayings. What they had to do with one another wasn’t clear.

Bees in the City

It’s late on a sunny morning and Michael Leung is skulking around on the roof of an old factory building, tending to the potted flowers that feed his hungry workers: an army of 30,000 bees.

“Right now this roof is just used for smoking, but eventually we want to cover at least half of it with beehives,” he says, gathering dead plants that he was too busy to water while participating in the Detour art and design festival last December.

The hives are housed in three wooden boxes, each with a small entrance giving bees access inside. As hundreds bees pour out of the boxes, new bees arrive with bundles of pollen tucked under their appendages.

“Look,” says Leung. “Some of the pollen is yellow, some is orange.” He looked around at the surrounding walls and rooftops. His withered plants were the only green things in sight. “I’m not sure where they’re getting it. Maybe it’s one of the parks nearby.”

Leung, a 27-year-old product designer, is an unlikely beekeeper. For one thing, he didn’t know anything about bees more than a year ago. “I used to be really scared of them,” he says. Now he is the brain behind HK Honey, a new project that aims to promote local food and urban agriculture by uniting Hong Kong beekeepers and designers.

“It’s unclear where our food actually comes from,” says Leung. “The goal is to introduce local food through a creative medium.”

Night at the Typhoon Shelter

On a pleasantly warm evening last November, my thoughts wandered over to the nighttime activity at the Sai Wan pier and I wondered if the same sort of thing happened at the nearest bit of waterfront to my apartment, the New Yau Ma Tei Typhoon Shelter. I grabbed my camera, stepped out of the door, and twenty-five minutes later — after walking through the crowded streets of Mongkok, over a series of footbridges and past the gigantic housing estates near Olympic MTR station — I reached the water.

A couple of dozen people milled about. There were teenagers sitting by the water’s edge, legs dangling off the concrete seawall. Middle-aged couples strolled hand-in-hand down the waterfront promenade. A few elderly people swung their arms, walking backwards, doing strange old-people exercises. Next to the water’s edge were a few small boats, their engines running, operators sitting onboard, killing time. Every so often, one of the boats would leave the typhoon shelter and return with a single passenger.

The New Yau Ma Tei Typhoon Shelter seems a poor heir to the sensational legacy of its predecessor. First opened in 1916, the Yau Ma Tei Typhoon Shelter was designed to protect Kowloon’s fishing boats from heavy summer waves, but it also sheltered a thriving community of Tanka people, who had made their livings in the coastal seas of South China for generations. They had their own language, their own food and their own wedding rituals, all of which, naturally enough, were centred around the sea. For centuries, they were considered non-Chinese barbarians by land-dwellers, and it wasn’t until 1731 that the Chinese emperor emancipated them from this status. But they still suffered discrimination whenever they set foot on land, so they continued to live most of their lives at sea.

A Short Detour in Mongkok

Mongkok might be one of the world’s most crowded places, but sometimes all you need to do to escape is to make a right turn down a quiet alleyway. That’s what I discovered when I was walking from home to the Flower Market the other day. Instead of taking the usual route along Sai Yee Street, I ducked into the laneway that runs behind it and discovered a kind of parallel university of greenery, graffiti and informal living space.

One of the first things I encountered was a lean-to with a mattress, some newspaper and various other objects inside. It seems to have been built by a homeless person but I’m not sure if it’s still occupied. Taggers have been using its wood walls as a canvas.

Hong Kong’s Dai Pai Dong: Uncertain Future

While the dai pai dong in Central have been given a new lease on life, it’s another story in Sham Shui Po, where the survival of 14 dai pai dong remains uncertain.

In 2009, the Central and Western District Council accepted the Food and Environmental Hygiene Department’s proposal to loosen dai pai dong licence restrictions, but the Sham Shui Po District Council rejected the offer.

“The current mode of operation of dai pai dong in the district had given rise to environmental nuisances such as street obstruction, noise, littering, waste water and greasy fumes, resulting in a number of complaints from nearby residents,” said a spokesman for the FEHD.

As a result, the spokesman said, the district council refused to support any change to the status quo until these hygiene problems were dealt with.

But the district council’s vice-chairman, Tam Kwok-kiu, said that the council’s position on dai pai dong was actually more nuanced. “Some types of dai pai dong just provide breakfast, night meals, coffee or toast, and they’re quite welcomed by the residents of the district,” he said. “On the other hand, there are some that operate like restaurants with fried food and Chinese dishes, and they really cause much nuisance.”

Bringing a River Back to Life

Wallace Chang still remembers how disgusting the Kai Tak River was when he was a child living near its banks in the 1970s. “The water was in between grey and black and it flowed very slowly, almost stagnant,” he recalls.

That didn’t stop him and his friends from going near. “We didn’t have a playground nearby so we played on the pipes that ran across the river and tried not to fall in. It was a challenge.”

It wasn’t always that way. Originally, the Kai Tak River, which runs from the Kowloon Hills to Victoria Harbour, by way of the old Kai Tak Airport, was a country stream known as the Long Jin River. During World War II, however, the Japanese Army converted it into a 2.4-kilometre drainage canal. As fields gave way to factories and squatter villages in the 1960s and 70s, the river became an open-air sewer as waste was illegally dumped into its water.

By the 1980s, the river was so polluted that passengers arriving at the airport often remarked on the foul smell. According to an old story, the comedian Bob Hope once arrived, stepped off the plane and asked what the horrible stench was. A friend informed him it was sewage. “Yes I know, but what have they done to it?” Hope replied.

Chang never did fall in the river’s foul water. He grew up to become an associate professor of architecture at the Chinese University of Hong Kong. The river changed, too. After the factories along its banks closed in the 1990s and the government cracked down on illegal dumping, the water became significantly cleaner. Fish returned and so did the birds that eat them.
